Biography

Dr Rachel Schulkins is Head of Subscriptions and Publisher Relations within the University of Manchester Library's Directorate of Collection Strategies. She shapes institutional content strategy and publisher partnerships to support research and academic excellence across the university. Her work centres on data-informed collection development, strategic licensing, and vendor relations. She is committed to driving innovation in scholarly communication and open access.

With over 20 years in academic libraries, Rachel has specialised in digital transformation, collections strategy, and service innovation. She has led the implementation of digital platforms and services that drive operational efficiency and enhance access to research resources, while navigating the evolving landscape of scholarly publishing and access models.

Rachel serves as Chair of the National Acquisitions Group and contributes to national collaborations with Jisc, SCONUL, RLUK, and sector partners, shaping approaches to procurement, negotiation, and resource sharing.

Her research and publications span Romanticism, Jewish Studies, and innovative library practice, grounding her professional leadership in teaching and academic engagement.
