Dating mostly from the second-half of the 19th century up to and including the First World War, this collection of pamphlets focusses on three main areas: religion, education and war.

Religious discussions include: the disestablishment of the church in England, Ireland, Wales, and Scotland (including publications by the Liberation Society); non-conformism; Catholic emancipation, Anti-Catholicism and the relationship between the Protestant and Catholic churches; church property and finance; missionary societies; and church and state.

The educational pamphlets focus on law and legislation (including the Education Act 1902), educational reform (including publications by the National Education Emergency Committee), school boards, adult education, and religious versus secular education. The war pamphlets cover both the Second Boer War (1899-1902) and the First World War (1914-18), with topics including causes, recruitment, pacifism/peace societies and international arbitration.

Other subjects covered include free trade, the slave trade/anti-slavery, temperance, burial laws, Socialism, and immigration. Many of the texts are published by political organisations or pressure groups, both national and local, and several of the pamphlets are printed provincially.
